it seems to depend on some graphics capability from the link blurb.
to get non-English accents with MS-Kermit you need simply
set display 8-bit
set transf char latin1
Kermit does the translations between ISO & CP automatically,
but you must ensure the 8th bit is kept
& also specify you want translation for file downloading too.
