You shouldn't. The current HTML specifications advise the use of
lang= on all documents, even if in en-us. charset is not particularly
a reliable indication of character set and is certainly not an indication
of language.
>From an error recovery point of view, you might use charset as a clue,
but only in the absence of lang attributes and HTTP Content-Language
(I think this one exists).
There will probably be a move to UTF-8 soon, nad this will give no
language clues.
