And again two things:

1) There was an unwanted TAB character in your build script:
   http://hg.savannah.gnu.org/hgweb/mingw-cross-env/rev/fcdae9f7b939

2) You didn't mention the depdency on libltdl:
   http://hg.savannah.gnu.org/hgweb/mingw-cross-env/rev/ac2585b2d67a

   (... although I'm not sure whether it is really used by
    ImageMagick, but it is found by ./configure, so we'll
    have to add it in order to ensure the same build prerequisites
    for the package on each system.)
