Christof Petig is working on a feature like this on the ".cvssync"
branch, though against remote CVS servers, rather than parsing the CVS
repository directly like cvs_import does.  The idea is basically to
make monotone work as a super-fancy CVS client, so people in
environments that are using CVS and not about to change, can still get
the benefits of monotone.

It would be good to have something similar for cvs_import, or better
yet, integration between Christof's work and cvs_import, so that you
could do an initial cvs_import and then use remote cvs going forward,
etc.
