Space is not the scarce resource here (well, not the most important one,
at least, IMHO): time is.
Pull time is not only a question of size, it's also (mainly?) a question
of the time taken by the multiple hash and signature verifications.

Transferring 71MB, with an ADSL, takes about 15 minutes, while fetching
nvm.* takes much more (how much, nowadays? it's been a while since my
last full-pull)... that way we would avoid 13 of those 15 mins, but
nothing of "the rest of the wait".

PS: I'm launching a file-local complete pull just out of curiosity...
