IIRC we *wanted* to support that -- if only because then the test
suite could use it; there are some contexts, notably some ill-defined
subset of the Debian build farm, where the testsuite can't open
network sockets even on the loopback interface, so we can't actually
test the networking -- but we never finished the project. I got
sidetracked on trying to replace netxx with libevent, and then I
stopped having time to hack on monotone. :-/
