Are you running any type of firewall or port blocking on your local host? Also try inputting the direct IP address of the server when starting the login service to see if that helps. Sometimes a bad loopback adapter can cause problems when connecting to 127.0.0.1.

 

Check and make sure those ports are clear and free though.
