Follow-up Comment #102, bug #54235 (project octave):
Try building with the new tarball. The timestamps will be correct and the
build system will not need to re-make the documentation which means you won't
require Texlive.
For the other problem, does this work?
/usr/bin/id -u
Also, what does this show
ls -l /usr/bin/id
