Follow-up Comment #135, bug #54235 (project octave):

The documentation for -fpermissive is:


      -fpermissive
           Downgrade some diagnostics about nonconformant code from errors to
warnings.  Thus, using -fpermissive allows some nonconforming code to
compile.


Since you don't really care whether the gcc6.4 code is meeting whatever
standards are expected, you could just add this flag to your CFLAGS and
CXXFLAGS variables.
