You are correct, this wasn't working properly. Fixed in Version-0_9_14-branch
and HEAD. If you or anyone else would like to help test this functionality,
please see the testing scheme here:

Also, updated development docs for the VFS have been commited,
http://www.phpgroupware.org/cvsdemo/phpgwapi/doc/vfs/vfs.html if anyone's
interested. phpwebhosting has simple README and INSTALL files now as well, the
INSTALL file being a good reference for the oft-asked questions concerning the
files directory.
