You can test it by adding it to the po/ directory and adding it to the
list of POFILES in po/automake.mk, then installing PSPP as usual.

You can use the "msgmerge" program to merge a newer template (pspp.pot)
file into an existing translation.  I believe that it creates empty ""
translations for new strings.
