This wrongly increases the size by extra TARGET_PAGE_SIZE, when
vga_bios_size mod TARGET_PAGE_SIZE == 0. Please use (vga_bios_size +
TARGET_PAGE_SIZE - 1) & TARGET_PAGE_MASK.
