Hmm, what operating/file system are you writing to?  Can regular files
have their sticky bit set?  For instance, does this work in your
rdiff-backup-data directory:

~ $ cat /dev/null > foo
~ $ chmod 1644 foo
~ $ ls -l foo
-rw-r--r-T    1 ben      ben             0 Jul  1 10:31 foo

or do you get some kind of error?
