    My experience in dealing with volunteers is that it frequently takes a 
    long time to recruit people who are competent to do the work, and will do 
    what they say.

It is possible to give someone a programming task with very little
work.  You give him the specs.  In a few weeks, you see if he did the
job.  If he didn't, you try someone else.

The only way it takes time is if he starts doing the job but isn't
exactly sure what to do.  Then he has questions to ask.  If you see he
is basically competent, it is worth the time to answer them.

If you see from his questions that he is trying but clueless, you can
just tell him it looks like the job is too hard for him and thanks for
trying, instead of answering the questions.
