I was wrong, the implementation was not correct. I overlooked
the fact that anoncvs was *always* added as a member of the group
for each project.
I just fixed this in the backend scripts :
* gnuscripts/sf_cvs: Update the list of groups of the anoncvs user
to take in account the public flag of each project. Emacs is a
special case (public + no anonymous) and will have to be fixed
when the policy changes.
Thanks a lot for pointing this.
The o-rx is used to restrict viewcvs that runs as www-data
from the apache server.

P.S. Am I wrong or did you remove the reader and password file
sysadmin project yourself ? That fixes the problem too.
