"Release system" is seems actually to be
www.freesoftware.fsf.org/download

About the others point, loic have said anything that could
be said, except the fact that you'll never be able to use
your password but you ssh passphrase. (see project CVS page
or doc about uploading project)

releases are being worked on. forums won't be added (mailing
lists thru
web do this perfectly) and mailing lists were added
yesterday.

I guess you're now able to edit the pages (saw some
changes). 

On the HOWTO front, the https://savannah.gnu.org/docs/ url
is dedicated to hold a collection of howto. We should
collect HOWTO from the original sourceforge, adapt them a
bit and push them here. If you have some time to devote to
this you help would be greatly appreciated ;-)
