gnueval does not receive those emails, they are sent to
<address@hidden>.
So the process is:
User -> Savannah-hackers -> maintainers -> gnueval
And as far as I remember it was bkuhn who decided to send the requests
from Savannah-hackers to maintainers instead of directly to gnueval.
I have seen a bunch of requests like those coming out of
<address@hidden> to <address@hidden> that don't reach
<address@hidden>.
Last time I knew, <address@hidden> was behind of <address@hidden>
so maybe he could provide more info.
