Apparently you find how to change that behavior.
There was no way to guess whether a project use the download link or not, since
this flag was not used in the same way previously.

Original Submission: Someone just opened a support ticket asking where he
could download files for the spamas-milter project (
http://savannah.nongnu.org/support/?func=detailitem&item_id=102644 ). I
checked the main project page, and lo and behold, the Files tab was missing.
I have no idea how long it's been gone. Where did it go, and can soemone
please put it back? I don't see anyplace in the admin interface that lets
project admins manage the files repository. There is a "files admin" link on
the main administration page, but it points to what looks like an empty cvsroot
directory? http://savannah.nongnu.org/files/admin/?group=spamass-milt

Aha. Found it. You may want to post a public news item saying that the
savannah upgrade may have unchecked the "Download Area" checkbox under "Active
Features". Re-checking that box made the Files tab reappear.
