I second that proposal:
1.- Modify the the Savannah webapp to keep at the database the last
login date, as you exposed.
2.- Send the email to the users you would delete.
3.- If there is not confirmation in the next 4 months delete it.
Anyway, as Nicodemo exposed, an email is an very valuable contact point. Some
time in future maybe we will have to ask them for help. So I would vote to
do not delete them! Only delete Spam.
Anyhow you can delay the decision to take to next year, when Savannah be
migrated to the new webapp.
