Summary:  Buildings Under Construction Upgraded Under FOW

Original Submission:  Buildings that are being built, are updated under fog of 
war.



CFrame is refereneced from Data.Builded, and is shown/drawn in progress, not at 
the seen frame.



This Needs to be changed to Cache the last seen frame, or use another 
mechanism.  Depends on whether this is changed and animations are added, or 
what.
