heatbugs problem

I running into a problem with the heatbugs example and I'm trying to track
the problem down.
I've installed blt2.1, tcl7.4, tk4.0, swarm-1.0.2 and I'm running on a
HPUX 10.20 machine.
The error I get is
bltGrAxis.c:2352: failed assertion `(numTicks >= 0) && (numTicks <
100000)'
I'm thinking this is a blt issue but I'm not sure.
My basic question is, am I running the right software versions? Is 7.4/4.0
too old? Is it something else?
