new BLT etc. ?!?

I see that on the ftp site there's a new version of BLT (2.3) and a new
version of libtclobjc (1.7), both put up the last couple of weeks. Was any
announcement made about this that I missed?

More importantly, are there pressing reasons to upgrade to either of these
two libraries? Does 1.0.3 require either? Will any old code break if I do
upgrade?
