You might want to follow along with the "how to build swarm" comments in
the FAQ. I put them there for people like you:

at a minimum, if you have all the libraries in /usr, you need
--with-defaultdir.
I'd also suggest you build the lates swarm snapshot. I think that's 2.1.147.
Also, make sure you are using gcc 3.3. 3.2 was a bummer.
