Firstly, the appropriate place for this question is the Swarm support
list to which I have copied this message.
We are just in the process of rearranging our code distribution, and
everything is not complete yet.
However, the link for packages on the FAQ page you quote above will
take you to a directory containing the binary packages and
instructions.

PS That source tarball may not build Swarm for Java on the Mac. It
should be alright for Objective-C
