I couldn't find any documentation of GROFF_SGR anywhere, apart from
mailing list archives. It's defined in
/usr/share/groff/site-tmac/man.local. It seems to have been added by
Debian and taken up by some other distributions. See
https://lists.debian.org/debian-user/2002/11/msg04244.html.

SGR codes are part of ECMA-48 aka ISO/IEC 6429 aka  ANSI X3.64. and
were presumably originally implemented by some terminal or other. I
presume there are plenty of pages about them on the Web.

Maybe for a comment, although it's not really a problem with upstream groff.
