Estimado André: tengo la impresión de que has hecho copy-paste y en
ambas sugerencias, en lugar de poner las correcciones has pegado el
texto original... no distingo una de otra. 
En cuanto al resto de la traducción, mi única sugerencia es cambiar la
frase:  
        
        "Si la computadora no es portátil, durante su uso deberá estar ubicada
en un espacio físico del cual el Estado es el ocupante (como dueño o
como inquilino)"

por

        "Si la computadora no es portátil, durante su uso deberá estar ubicada
en un espacio físico del cual el Estado sea el ocupante (como dueño o
como inquilino)"

ya que la idea es que el estado sea el ocupante en el momento del uso de
la computadora, sin importar tanto si lo es en otro momento...
