I assume that if that configure option is not used, then there would
not be a system-wide site macro directory? If so, then your change
would be a no-op for the default "autoconf" configuration, and that
might remove some of Akim's objections to the feature. In effect, it
would be an optional feature, useful in some carefully controlled
configurations, but disabled by default.
