The snapshots are in source code and can be built on any system. 
Search avrfreaks for direction for Windows.

The elf-to-coff tool is only needed for the Windows platform and only 
if people use AVR Studio for debugging. So, it's not really a part of 
the AVR GCC package. There's always GDB (on Cygwin) if you want to 
use a different debugger, and GDB is an open source project (unlike 
AVR Studio).
