The definitive answer to such questions should be found on the man
page under FORMAT OF NOWEB FILES. The man page for versions before
2.11a is definitely faulty.
I'm afraid you can have 'simple and understandable' or you can have 'precise'.
You can't have both. The man page represents the usual muddled
compromise that provides neither.
