At least that what it looks like to me:

I did a

cvs update -D 2005/04/28

and bootstrapped Emacs.  The scrambling did not occur.

Then I issued

cvs updated -D 2005/04/29

and bootstrapped Emacs.  The behaviour reappeared.

Again I updated to -D 2005/04/28, added latexenc.el and mule-conf.el
manually, and bootstrapped Emacs, just to see, how the line endings got
scrambled.

All attempts used the most recent CVS version of AUCTeX.

I am wondering why Emacs loads up TeX files correctly when AUCTeX isn't
active (which was why I considered it an AUCTeX bug at first).

Before I can do that I should find a way to make this error occur
without AUCTeX being active.  Otherwise it might get tricky for the
Emacs maintainer to reproduce this behaviour and track down the error,
don't you think?
