[Bug binutils/572] New: Locale install path wrong

I propose changing LOCALEDIR=$(prefix)/share/locale to
LOCALEDIR=$(datadir)/locale in binutils' configure machinery.

Rationale:

I'm compiling cross-compiler toolchain and my $(prefix) is something like
/path/to/dev/env and I'd like see LOCALEDIR being
/path/to/dev/env/usr/share/locale as I have a 'root fs' under /path/to/dev/env
and directory /share is not pretty there. Also, my reading of information from
'configure --help' suggests that locale data should be depend on $(datadir)
rather than $(prefix). 'configure --help' says like:

--datadir=DIR           read-only architecture-independent data in DIR

I'll attach a patch proposal to do this.
