This seems reasonable.  There is currently no configure-time control over where
locale data is installed, since it is hardwired to ${prefix}/share/locale.  I
had some reservations about the architecture-independent nature of GNU .mo
files, but re-reading the GNU gettext manual has convinced me that these are
indeed architecture-independent.  I see that GCC uses ${datadir}/locale also.
