[Bug-cssc] SCCS enhancements

Hi,

SCCS "tolerates" and keeps/copies any possible extension if it appears past the 
flag section (^Af ...) and before the comment section (^At...). Such text is 
just copied characterwise by SCCS.

CSSC used to accept and tolerate BitKeeper "comment-embedded" extensions 
(^AcXXX) 
in the delta dable but flags the kind of extensions mentioned above. It seems 
that this is no longer the case.

I am planning to introduce degenerated comment that starts with "^Ac_". Would 
you be willing to accept this together with the note from above regarding the 
text between the flag section and the global comment section?
