The same behavior is documented in (info "(info)Help-Int"):

>    If you have been moving around to different nodes and wish to
> retrace your steps, the `l' command (`l' for "last") will do that, one

Note the "you have been in".  IMO, it is clear that it refers to nodes
you have selected, as Juri says.  IMHO, that is what makes sense for
