I think some of these EULAs apply: http://msdn.microsoft.com/library/default.asp?url=/library/en-us/dnnetdep/html/dotnetfxredisteula1_1.asp http://msdn.microsoft.com/library/default.asp?url=/library/en-us/dnnetdep/html/addendeula.asp and they both forbid running the thing under WINE, thus I agree that it is not possible to distribute msvcr70.dll while respecting MS's EULA and the program's GPL license.
