That rule is in the top-level Makefile.
You must run "make sc_maint" from there.

Hah! I was surprised to see that there is no such test in gnulib's
maint.mk. It's in coreutils' cfg.mk:
# Indent only with spaces.
sc_prohibit_tab_based_indentation:
@prohibit='^ * ' \
halt='TAB in indentation; use only spaces' \
$(_sc_search_regexp)

There seems is consensus that we do not want to ignore
leading tabs in shell scripts.
