I have much the same question.  My "libopts" library will be used
by both NTP (currently) and sharutils (shortly).  It would seem wasteful
to translate the same strings multiple times (though NTP is not currently
i18n-ed).  So the question is, what is the right way to set things up
so that gnulib translatable strings (and libopts translatable strings)
get translated for i18n-ed client programs?
