There might be some places where tar is incorrectly omitting O_BINARY on
platforms where it matters; I got a report from a cygwin user that tar
was failing on a text mount drive, but have not yet had a chance to
investigate (cygwin recommends binary mounts rather than text mounts,
precisely so that the lack of O_BINARY doesn't hurt - but not everyone
follows that recommendation).  But whether or not I have time to poke
around and post patches this week, it doesn't affect platforms without
O_BINARY, and doesn't necessarily need to hold up a release (since I
package tar for cygwin, I can add downstream patches if something didn't
make it upstream in time).
