BTW, you can build the Debian package out of the current Chicken
source (with, e. g., dpkg-buildpackage(1) or debuild(1).)

I believe this is intended behaviour, as it's consistent with
that of the other packages. Try using
PREFIX=/usr/local/stow/chicken instead.
