IBM have a number of virtual machines. Their main virtual machines for AIX,
Windows (IA32 and IA64), OS390, OS/2 and Linux are done in Hursley, UK.
These were initially based on Sun's classic (i.e. pre-Hotspot) VM, but
they've been heavily modified to include new GC, memory management,
synchronisation, new (assembler) interpreters and JITs. However, they also
have J9 originally from OTI, which I believe was written from scratch.

This is bizarre. IBM already has an open source version of Java (JikesVM),
but perhaps Rod Smith is not aware of that.
The question is, if IBM is allowed to open source their Java implementation.
According to some articles they are not allowed to do this. Does anyone know
why? Do they have Sun code in their JRE? Even if this is the case, they
could still hand their existing code over to classpath, if they want.
Apparently Sun isn't taking IBM's suggestions very seriously yet:

You never know what Sun does next. Maybe an open letter to IBM could help
classpath.(?) Open letters are quite common these days.
