Sorry about that. shouldn't have been in classpath CVS at all.
It should have been removed more then a year ago:

        * Removed. This gets added now by calling libtoolize.

But didn't actually got removed with this check in.
I have removed it now from CVS.

Do you happen to know the libtool version that this got fixed in?
Currently our INSTALL file says:

        For any build environment involving native libraries, these
        new versions of autoconf, automake, and libtool are required
        if changes are made that require rebuilding configure,, aclocal.m4, or

        - GNU autoconf 2.59+
        - GNU automake 1.9+
        - GNU libtool 1.5+

        When working from CVS you can run the above tools by executing
        ./ in the source directory.
