That's correct. I wrote lPL to be able to read/write property lists from
user apps; it was supposed to be the first step in the WindowMaker
Objective-C rewrite, so the C-based and ObjC-based WMs could access the
same configuration files. That rewrite never happened, though.
lPL is indeed unmaintained. Why anybody would use it in a GNUstep program
or library (which can access property-list files much more cleanly
through gnustep-base) is beyond me.
