Yes, but that wouldn't help _much_
Take a look at xv, and try to picture it without wmaker's resize bar
at the bottom. The two resize corners would be inside the application
blocking access to Quit and whatever's in the left corner (don't have
X11 right now).
A "work-around" may be using a Defaults entry, say,
Resize=[Left | Right | Both | Top]
Left and Right are obvious, Both is for both corners and Top for
a resize button inside the titlebar.

Maybe a resize button should only show optionally if you also have a statusbar, and other than that you surely should be able to resize a window from any side or corner anyway???
