I've got the current svn of gworkspace from gnustep.org says 0.9.2 and there's no option for a horizontal dock.

Do you see the screenshot posted earlier in this thread? The pref. panel is shown there.

Else go into gworkspace preferences, "Destkop" and "General" there you can enable the dock and choose it style.
