Paypal stops support of TLSv1 in january 2016
Maybe we need to update paypal.lib.php

From paypal in french:
14 janvier 2016 : Après cette date, les points de terminaison API de l'environnement de test prendront en charge uniquement les nouvelles normes (HTTP/1.1, TLS 1.2 et certificats SHA-256). www.sandbox.paypal.com acceptera donc uniquement HTTPS pour les envois IPN.

Starting from today, no new features will be added from PR.
I will create the branch 3.9 soon, but please, everybody, let's start to debug the current develop version ans send fixes.
Version 3.9 should have a better compatibility with external modules that 3.8, so i think you can already check your externale modules are still working.The Changelog provides information on what was necessarly changed and may create regression for external modules.
