[DotGNU]Installing libs

pnetlib currently installs System.dll etc in <prefix>/lib/cscc/lib
DGEE comes with DotGnu.XmlRpc, I'm thinking that it might be appropriate to 
install that in the same place.

We don't plan on changing the install branch for pnetlib do we?

Whilst DotGnu.XmlRpc remains dgee specific, I'll leave it in the DGEE 
distribution.  We'll probably move it to pnetlib eventually.


Unless there are objections, I'll move the install location in line with 
pnetlib.
