[Dr-geo] New Dr. Geo and DXF

Hi Devinder kaur,

Since Gurjot is working for a new GNU Dr. Geo, I feel that your code
should be of a kind that could be used in the new GNU Dr. Geo too. So
for that, I'd recommend creating a converter kind of something that
converts in GNU Dr.Geo XML and DXF file formats. This way it may be
used for the new GNU Dr. Geo too.

For reference you may have a look at BRL-CAD[0], its g-dxf [1] and
dxf-g [2] converters.
