Steps to reproduce:
* start Emacs with -D -Q
* M-x global-hl-line-mode <RET>
* press <RET> a few times to insert some lines
* M-x goto-line <RET>
* 3
-> The cursor jumps to that line, but the line highlighting takes
2 seconds to appear.

This delay is caused by the message:

  You can run the command `goto-line' with M-g g

whose duration is controlled by `suggest-key-bindings'.  When it is 0,
there is no delay.
