I added it to `subr.el' in the "Misc. useful functions." part:

(defun string-or-null-p (object)
  "Return t if OBJECT is a string or nil.
Otherwise, return nil."
  (or (stringp object) (null object)))

(Should it be `defun' or `defsubst'?)
