Is that ever TRT for @' to do?
No. Accents should always be used with dotless i/j.
If not, I'd say texinfo.tex should be modified to fix that.
I don't disagree, but it's nothing I'm going to work on soon. (There
are a lot of other accents that need the same treatment.) If someone
else cares enough to do so, good with me.
I've added it to the Texinfo TODO list.
